The CSIR -STEPRI has hosted  a two day workshop fom the 13th -14th September, 2017 as part of activities of the Ghana National Science-Policy Dialogue Platform.

Background and Rational

The Ghana Science-Policy Dialogue Platform and CCAFS Programme, West Africa based at ICRISAT, Bamako in Mali have over the past five years consistently and successfully collaborated with MoFA and the CSIR in climate change policy research and related climate smart agriculture bringing invaluable benefits to end users. For example Ghana Science-Policy Dialogue Platform after the establishment of sub-national platforms has undertaken a number of initiatives and interventions to contribute to the ultimate policy influence goal of CCAFS, both at national and sub-national levels via top-down – bottom-up approaches. Key among the initiatives at the sub-national level is scenario visioning leading to district-specific scenarios plans to forecast the future of agriculture in the midst of climate change for planning and investment. These plans are necessary for the purpose of mainstreaming CSA into various districts’ agriculture development plans. Another marked achievement by the platform is the collaborative development of the CSA Action Plan which seeks to drive the National Climate change Policy document launched by the former President of Ghana few years ago. All these point to the fact that Ghana as a nation is doing its best to reduce the impact of climate change and climate variability and its effects on agriculture.

While a number of policy documents have been developed such as the National Action Programme to Combat Drought and Desertification 2003, Ghana Livestock Development Policy and Strategy 2016 – 2025, Ghana National Climate Change Master Plan Action Programmes for Implementation, National Climate Change Adaptation Strategy (2010) to mentioned few, none of these policy document has in place a strategic financial plan to assist with its implementation making it difficult for harnessing required investment in these thematic areas. It is against this background that Ghana CCAFS Science Policy Dialogue collaborated with the Ministry of Food and Agriculture to develop National Climate Smart Agriculture and Food Security Action Plan (2016-2020). It has also been realized that there is the need as a country to also have in place, a financial machinery to guide investment decisions and implementation of the CSA programme areas in the action. The propose project therefore seeks to develop a CSA Financial Policy Plan (2018-2022) that will serve as an investment and CSA implementation guide. The targeted beneficiaries of this financial plan are firstly national high policy makers (e.g. Parliament) who may enact a financial law based on the bill and implemented by relevant state institutions (particularly, Ministry of Local Government). This will drive CSA Investment hubs for the smooth implementation of the CSA Action Plan at the subnational levels.

Objectives

General objective: The broad objective of the proposal is to design a comprehensive CSA Financial Plan for the implementation of the CSA Action Plan.

Specific objectives:

  1. To develop a CSA Financial Plan guided by the CSA action plan document and sensitize high level policy makers, management and financial decision makers and legislators to support the enactment of financial regulation based on the bill.

Exected Results

 CSA Financial Plan Policy guided by the CSA action plan developed.

 Financial plan document and various policy recommendations shared with high level policy, management, financial decision makers and legislators.

 Visibility of platform enhanced locally and internationally
